Decommissioning Funding Plans

Dade Moeller & Associates will prepare the required Decommissioning Funding Plan document for submittal to the U.S. Nuclear Regulatory Commission (NRC) or Agreement State agency on behalf of licensees. A decommissioning funding plan is a financial assurance demonstration that is based on a site-specific cost estimate for decommissioning the facility. The amount of the facility-specific cost estimate becomes the minimum required level of financial assurance coverage. Dade Moeller follows the guidance provided in NUREG-1757 “Consolidated Decommissioning Guidance,” Volume 3. It suggests, in preparing a decommissioning funding plan, that a licensee:

  • Prepare a site-specific decommissioning cost estimate.
  • Determine the means that will be used to adjust the cost estimate and associated funding levels periodically over the life of the facility.
  • Submit the required documentation.

We will work with the licensee to determine how best to prepare the information for the appropriate regulatory agency, prepare the requested information, and submit the draft document for review and approval. We can also review and revise existing decommissioning funding plans and help with post-decommissioning verification activities so obligated funding can be released.

Our health physicists have prepared Decommissioning Funding Plans for clients licensed by the NRC and Agreement States. For example, we helped one licensee by conducting a site visit which included a tour of the facility, making measurements of facilities and equipment, taking inventory of major pieces of equipment, reviewing available records, and discussing past operations with staff.All the information gathered was used to develop tables to estimate costs likely to be incurred during facility decommissioning. A final cost estimate was prepared and submitted to the client, which in turn was submitted to the regulator for review and approval.
